Construction and Transformation of the Digital Infrastructure in Schools in the Federal Republic of Germany (Working Title)
Until 2020, the digital infrastructure of the German education system was discussed in political and public discourse at most under the narrative of the sleepy digitalization of schools. Home schooling, which was set in motion by the outbreak of the corona pandemic, quickly exposed deficiencies in the digital infrastructure of German schools and intensified the discussion. This dissertation project aims to investigate the construction of the digital infrastructure in general education schools by using a cultural and technological history approach. First, the technological transformation from the introduction of the first large-scale computer systems already connected to communal computer centers in schools in the 1970s, to the spread of home and personal computers in the 1980s, to the worldwide networking of schools in the 1990s through the Internet will be examined. The second transformation examined is the perception of the digital school infrastructure, which transformed from the perception of the computer as a tool in the 1970s, to the perception as an educational goal and thus part of the enculturation function and qualification function of schools in the 1980s, to the perception as the internationalization of classrooms through connection to the Internet in the 1990s. The social, political and school public debates have always had an impact on computerization and are therefore to be included in the study.
